## Summary

rtems/config: Rename versioned tools to stable

This renames the current tools version to have a prefix of "stable/" and
updates relevant references so that future releases require much less
file churn to update the version. An alias has been created in the build
set parsing to map the current RSB version as a prefix to the new name
so that the existing API expected by external users of RSB is preserved.

Closes #94
