Not sure what's going on but the formatter is now confused and making changes when it shouldn't.  Not sure what's happened here I will have to investigate to see what's going on.

Marking as draft because if the formatter is broken then we either accept the first pass and do it on our own after or I figure out what's going on or we just don't do any formatting.  I will look into it.
