RTEMS | Two Implementations of chmod in libmisc/shell (#5224)

## Summary
While reviewing files that still need relicensing, I came across what appears to be two implementations of _chmod_. They both are built. 

```
cpukit/objshell.yml:- cpukit/libmisc/shell/main_chmod.c
cpukit/objshell.yml:- cpukit/libmisc/shell/main_cmdchmod.c
```

Filing an issue to ensure this gets analysed and one deleted if appropriate.
