My point is in 10+ years we have never had an issue why introduce this at all what problem are you trying to solve?
I can tell you what will happen: it will sit at those versions for years until someone suddenly has problems with bugs fixed in upstream versions and we'll struggle to figure out what's going on and it will be that we're using a 4+ year old version of something. This is introducing a new way to maintain this we have not been using and solving a problem that doesn't exist. I like the `requirements.txt` but not the version pinning.
