The packages building the docs for the release documentation do not match this list. We can tolerate older versions of some packages than in this list.
In theory the list should to be lowest common denominator and that means going around FreeBSD 13 and 14, MacOS, Windows and major Linux distros we have users using to find the list. Some organizations using RTEMS has slow host update policies.
On the other hand it is not enforced so does it matter if older packages are being used? I do not know.

It will need maintaining over time. We have had to raise the base level of sphinx a few times because of breakages.
Please do not get me wrong, I like idea of a list so I am wanting to understand the liabilities the project accepts if we merge it.
