RTEMS | Remove Ability to Configure an External User Provided Scheduler (#5190)

## Summary
This is a capability in search of a user. It seemed like a good idea when it was added. It was hoped that there would be researchers who would use it. We have not seen any. If someone wants to work on a new RTEMS scheduler, it is best to just do it inside the tree.
