Integration | Consistent capitalization of Copyright (C) in file header blocks (#20)

In reviewing file headers as part of relicensing, it is clear that "Copyright (C)" appears with a variety of forms of capitalization. The FSF, FreeBSD, and a few other large projects use "Copyright (C)". This ticket consists of:

* Making all of them consistent as "Copyright (C)"
* Updating the Software Engineering Guide file header section to cover this
