## Summary

Applies the updates from !2 but changes the module links to point to the upstream repositories for the submodules. Synchronizes the current state of `rtems.git` to `rtems-central.git`. I had to reverse engineer a few commits to `rtems-central`, and cherry-picked some commits to `rtems.git`, but with this patch set, I'm able to follow the procedures for using `spec2modules.py` to regenerate `rtems.git` files with the only differences pending in other MRs.
