RTEMS | Add multilibs for E51 and U54 cores of the Microchip PolarFire SoC (#5286)

There are two issues:

1. The E51 and U54 cores of the Microchip PolarFire SoC do not support misaligned access. We need -mstrict-align multilibs.

2. The E51 core does not support atomic reservations. We need a -march=rv64imc multilib.
