The workflow in this MR hasn't been decided upon but the workflow being discussed is:

* Open an MR against the repo in this case https://gitlab.rtems.org/contrib/sourceware-mirror-newlib-cygwin
* Wait for discussion from other members of the project for approval
* Upstream to project
* Link to MR
* Close MR when merged upstream

No need to update any code in the MR it should match the upstreamed patch it doesn't matter if upstream changes.  The purpose of this change is to ensure all discussion happens on our own platform so we don't end up having RTEMS-related talks in other project lists / issues.  The important part here is it's discussed first.

This only covers changes that are RTEMS-specific/targeted.
