RTEMS | Move 3rd party code to contrib (#33)

## Summary

Move all 3rd party code to `/contrib/` in order to keep a distinct separation of what is RTEMS maintained and what is not.

Note: Anything within `score` will be considered RTEMS maintained due to its importance even if it is 3rd party nothing will be moved outside of it.

After these changes we will be able to:

* See what changes RTEMS is maintaining over 3rd party code in order to see maintenance burden and what could be avoided or upstreamed
* Track pure import of upstream source
* The ability to see if errors/warnings are in RTEMS or 3rd party code
* We can ignore `contrib/*` when scanning for most tools and have separate runs for contrib.
* Clear instructions on how to update code.
