RTEMS | bsps/shared and cpukit: removed set_vector usage (!638)

The serial drivers are included via objnosmp.yml, obj.yml has objnosmp.yml as a build dependency and if i do a grep i can see a lot of files including m68k, powerpc, etc. referencing the obj.yml file.

I have tested the driver compilation only on m68k bsps
