## Summary

testsuites/psxtests: Added API header OK tests for functions to be implemented in GSoC25

Added API header OK test in psxtests/psxhdrs as a part of my work to GSoC 25

Note that functions ppoll(), sem_clockwait() and timespec_get() have a prototype yet so the tests will fail so I didn't add them to the libpsxhdrs.yml file until PR is approved in newlib.
