RTEMS | GCC Update for RTEMS 7.1 (&31)

RTEMS 6 used GCC 13. We want RTEMS 7 to use a more current GCC which will be either 15 or 16. But there are challenges to address including:

- Nios2 is removed from GCC 15. GCC 14 is the last version with it.
- AArch64 ilp32 is obsolete as of GCC 15.
- Microblaze is on GCC 12.4.1 with multiple Xilinx patches.
