I have tested @chris' branch on LibBSD in combination with my own changes to enable the `CLOSE_BUSY` on LibBSD. It can be found [here](https://gitlab.rtems.org/eagleirony/rtems-libbsd/-/tree/7-freebsd-14-set-close-busy?ref_type=heads). It includes a change to the test that covers this bug. I am looking at adding a test for the case where a thread is blocking on the Kqueue and a different thread calls close.
