@gedare @joel @chris @opticron any comments on this?  If not we can adopt this as official policy going forward for upstreaming changes on behalf of the project.  Of course changes made that aren't related to the RTEMS Project do not have to follow this process.

I would say if anyone wants to use it for review by RTEMS developers even if it's not directly related that's fine, too!
