I haven't been in the discussion in the meeting (the weeklies are at 0:00 for me) and therefore I most likely missed the details and advantages of the procedure that have been discussed there.

- Which projects are we talking about? Tool projects like `gcc` where RTEMS-contributors heavily contribute to the parts related to RTEMS? Or any arbitrary library that someone is using with RTEMS and where a small 5 line patch is sent?
- Who decides what is on behalf of the project and what is a contribution done by an individual?
- Is an upstream project aware of the workflow? If yes: What is the difference for them if someone followed that workflow?
- If it's not a difference for an upstream project: What's the advantage for us or the upstream project?
