## Summary

bsp/aarch64/raspberrypi4: Add PWM peripheral support

This adds the support for the PWM controller to the aarch64/raspberrypi BSP.
The support includes:
- Ability to send a data/range PWM signal
- Support is added and tested for PWM1 and PWM0 controllers
- Support for both channels PWMx_0 and PWMx_1 is added and tested
