The import should be made from tar file downloaded from the upstream release (website), and you should add a README.md (or maybe RTEMS-README.md) file that explains the process for importing, and other aspects of working in this directory.

Any new files that get added should be prefixed with rtems-. Any changes made to the imported files should have rtems guards added, e.g.,
`#ifdef __rtems__` or `#ifndef __rtems__`.
