Develop a file download cache for the RSB files. A download cache:

1. Provides the first place an RSB build comes to when building offloading the upstream sites from these requests
2. Lets us provide a high quality mirror of sources the project uses
3. Provides a single URL users with tight firewall rules can enable

The project covers infrastructure changes to add a new site dl.rtems.org and management of that site and updates the RSB to generate the list of files and use the download cache before attempting to fetch sources from upstream sites.
