We don't yet have a comprehensive guideline on this, but for the leading "tag" of the commit, tend toward using the first 2-3 directory names, so this should be `cpukit/rtems` 

Use the specific wording in the commit message:

`Closes rtems/programs/gsoc#9`

`or Fixes rtems/programs/gsoc#9`

Guidance for this should be in https://docs.rtems.org/docs/main/user/support/contrib.html
