## Summary

ntp: Ensure workers eventually process all requests

Workers will sometimes be scheduled for sleep which requires waking them
up to process their requests. Without waking them up, this leads to
hangs during shutdown since requests can remain unprocessed for long
periods of time. This ensures that workers are awakened to finalize
outstanding requests.
