## Summary

These files has the historical RTEMS license and based on the authors and previous file history, can be changed to 1-BSD

* cpukit/score/cpu/riscv/include/libcpu/byteorder.h: Jiri Gaisler was author
* cpukit/.../include/rtems/score/riscv-utility.h: Imported from *BSD by Hesham Almatary

Update #3053.
