GitLab | Upgrade GitLab 17.4 -> 17.5 (#97)

I didn't know this but 17.5 is an incremental update.  That means we have to go from 17.4 to 17.5 before we can go to 17.9.  This is a problem since I've been using FreeBSD packages to upgrade GitLab.

This means I'll have to build my own set of packages -- nearly 300 deps on my own in order to update from 17.4 to 17.5 run the migrations, make sure it works the update.

Things have gotten a lot more complicated and I'm starting to understand the binary package issues in #96
