Google Summer of Code | Add a BSP for the Raspberry Pi 5 (#85)

## Summary
The Raspberry Pi 5 currently does not have a BSP in RTEMS. Details relevant to create a BSP for the Pi 5 should be looked into, including the implementation differences between it and the Pi 4. This should be done so a scope and approach to the issue can be clearly defined.

Given the nature of the project an understanding of C and some assembly is likely necessary. A familiarity with hardware-level debugging is also useful.
