RTEMS | RUntime symbols loading is broken (#5234)

Adding code to add a default symbol to the weak `rtems_rtl_base_global_syms_init` as resolved the first issue and so the symbols is now found as being part of `base` :

```
rtl: rel: sym:rtems_rtl_base_sym_global_add(17)=00424011 type:28 off:00000018
rtl: JUMP24/PC24/CALL 0xfad80830 @ 0xe21f48 in spu-sym.o
rtl: depend: spu-sym.o -> rtems-kernel:rtems_rtl_base_sym_global_add
```
