## Summary
source-builder/sb/path.py: Avoid discarding utf-8
On MSYS2 on Windows 10, non-ASCII utf-8 characters should not be
discarded since filesystems on this platform can support them. This
fixes a build issue in GCC where a Go test file includes a non-ASCII
character.
This has been tested on Windows 10 with both MSYS2 and Cygwin.
