RTEMS | Cannot obtain dates later than 2100 (!339)

If test `testsuites/sptests/sp2038` is changed to check every day until the year 3000 it fails on 2100/1/1.

I think there is more to 2100 than just getting the date. It cannot be set as well. I do not know where the TOD set call is because it has a hook.

I cannot look at fixing the get TOD code until setting the date works.
