The list of directories which are mainly in what you call OAR style is much longer than the list at the top of this issue.

With my recent sweeps for copyrights, licenses, spdx, and warnings, I have seen much more code that uses that style. We need to evaluate each directory before applying a style. As I mentioned last week on the voice meeting, testsuites, libcsupport, IMFS, and default fs handlers are all "OAR" style.

That said, the BSPs are largely a hodge podge. Switching to anything consistent would be good. But ensuring we do not reformat third party code under BSPs/ again calls for care. 

I am not against a mixed style as you suggest but we need to be care
