RTEMS Tools | rtems-ld created wrong RAP file on arm (#1)

This issue hasn't been resolved yet. From a usage perspective, using a Git revert allows RAP to run properly, but Chris said he would check why such a change was made when he has time, so the code hasn't been merged.
