The RSB needs to check what version of RTEMS it's building against.  `main` RSB against `main` RTEMS.  If there is a `VERSION` file they need to match so people don't try to build cross-versions.

At this very least this will ensure the most basic of issues doesn't happen there are no warnings that it's wrong but if the build doesn't outright fail it'll have missing symbols or by some luck it may build but not work correctly .. or maybe be fine?
