LibBSD | RTEMS_POSIX_API must be yes or build will fail (#54)

## Summary
The libbsd stack requires that _RTEMS_POSIX_API=yes_ because libbsd requires POSIX signals. When the build fails, the reason and solution are not obvious to the uninitiated.

The recommendation is to have the _waf configure_ fail if the BSP was not built with POSIX enabled.
