RTEMS | Deprecate libfs/dosfs in RTEMS 7 (#5330)

## Summary

If the new fatfs is a suitable and ready replacement for dosfs, then deprecate in 7 and remove in 8. When the decision to switch to fatfs, the following needs to occur:

- Add info to 7 release notes
- Add ticket to remove before 8
