RTEMS | Deprecate MIPS in RTEMS 7 (#5331)

## Summary
Although the GNU tools still support MIPS and we can test it on the jmr3904 simulator in gdb, there do not appear to be any MIPS RTEMS users. Further, there are issues to support libdl, libdebugger, and thread local storage. This indicates there is no interest.
