## Summary

qemu: Enable user-mode networking

RTEMS documentation expects user-mode netorking to be available. This
enables that functionality by enforcing access to libslirp which was
previously embedded in QEMU and was broken out into its own library
since the 5.2.0 release.

Closes #121
