This change fixes build errors with GCC15. It:

1. Add global `defines` support to the build system for defines in `libbsd.py` 
2. Detects if a BSP as FDT support and defines the global define `RTEMS_BSP_FDT` 
3. Updates code to use `RTEMS_BSP_FDT` as `FDT` is now always defined
