RTEMS | Add a configure check for the tools to ensure they work with the code (#5340)

There is a dependence on GCC and/or newlib within the RTEMS code as interfaces move about. This is sometime complicated to understand when the compiler is generated errors.

* Add configure check to make sure the tools are after a specific date?
* We may need to add something to the GCC version message to make this work.
