Sorry for saying libbsd. But no matter where the code came from or how old it is, the two spec files in the MR are NOT that old. They were written by someone specifically for RTEMS and there is no need for a license to make multiple projects written. 

I have no idea why these files were submitted with multiple licenses. It implies they are directly useful on other projects. We know they are not.
