RTEMS | build: Add CC-BY-SA-4.0 to two items (!1177)

I changed the commit to only add the CC-BY-SA-4.0 for our documentation sources. The existing licenses remain as is.

Out of 2580 build item files, these two are the only ones with: `SPDX-License-Identifier: CC-BY-SA-4.0 OR BSD-2-Clause OR Apache-2.0 OR GPL-2.0-or-later`.
