## Summary

bsps/arm/stm32f4: Use linkcmds variables for peripheral base addresses

Replace hard-coded magic addresses for STM32F4 peripherals with linker script symbols as requested in issue #5499. This allows the addresses to be defined per-board without recompiling.

Peripherals updated: FLASH, RCC, I2C1-3, USART1-6, EXTI, AFIO

Closes #5499
