## Summary

cpukit: Create DHRL Library for DRAM Latency Mitigation

This commit introduces the initial code for the Deterministic
Hedged Read Library (DHRL). It adds the primary header definitions,
internal state variables, and the worker loop logic required to
pin hedged DRAM reads to specific physical cores.

NOTE: This MR is draft until such time as proper tests have been
written, conducted and verified.
