We're still trying to make a determination on what we want here if we're going to allow non ascii characters for names in git commit messages.  I think we are leaning towards no as historically out of around 500 contributors we've had names that would have fallen afoul of this.

We're doing it for security / safety reasons and it's easier to just ban it everywhere hopefully we'll have a solid answer in the next week or two.
