Me and Chris went through all the issues and gave every single one a milestone.  How we did it is by the range the issue was created.  This issue was created 9 years ago when 5.4 was the current release we were working on that is why the milestone was added then.  Going forward we'll no longer have an indefinite milestone anything without a milestone means it has not been triaged and we only wanted to limit ourselves to recent ones.
