Maybe we can just add a small note in the docs saying that if this error shows up, removing the `.waf3-*` directory and rerunning `./waf configure` fixes it. It seems to happen when the Waf bootstrap gets interrupted, so this would help others recover quickly. We can also add a check in `waf` script to detect an incomplete `waflib` and print a helpful message suggesting to cleanup.
