RTEMS Source Builder | Add .binc for build set include files leaving .bset as top level build sets (#168)

## Summary

Build set files can include build set files and it is not easy to determine the top level build set files you can use. Adding support for .binc as a build set file extension and moving any internal build set files to that extension will make it easier for us to find and know what is a top level build set.

There will be no machine enforceable mechanism, we just need to use the right extension and move files that are wrong.
