## Summary

Fixes #5560 

bsp/arm/tms570: fix SCI termios ignore framing flags bug

- explicitly reject non-8-bit-character requests and return false
- support 1 and 2 stop bits
- support disabling RX by checking CREAD

Tested on TMS570 LC43 and confirmed the flags are not dealt with explicitly and work.
