I put the file in the wrong directory then struggled to figure out why it kept trying to download the file, i thought the hash was wrong and spent a while trying to figure that out.  eventually i gave up and let it download the file, later i found the file in a different directory.  same issue, would be nice to print that it didn't find the file and the directories searched this is common among other package managers.
