RTEMS | fcntl(F_DUPFD_CLOEXEC) fails with EINVAL (#5667)

It's OK to accept this since it avoids a program run-time error. But since RTEMS does not support multiple processes (e.g. _fork()/_exec()_), it serves no functional purpose.
