I have absolutely no intention to authenticate the legal status of contributors. This is also not done in general by the Linux Foundation projects.

With the DCO, the project formulates requirements on the work of contributors. With the signed off by, the contributor testifies this. The CI system can check the formalities and simple mistakes. If the signed off by is missing, it can remind the contributors about the procedure. This is the main benefit.

This simple process has no strong leverage against evil contributors. Other projects have no solution for this problem either.
