## Summary

bsp/arm/tms570: Add board selection option for the LC43 LaunchPad

Series of dependent commits giving the TMS570 BSP a board selector, completing the LC4357 EMAC pin database, and moving the MII pin description into fragments that can be shared by a board default list and a network driver.

Groundwork for rtems-lwip !48, per @ppisa in !1271:

> My idea and preference is to implement Launchpad option, extend pins "database" and add Launchpad version of the default pin list the first and then use this as base for LwIP. \[...\] it would be ideal to build core pinlist from fragments, because then fragment specific to MII can be used in TMS570 LwIP and LwIP code do not need to know anything ale about specific board setup.

Other suggestions (not in this commit set): `tms570lc4357-pins-hdk.h` / `-lchxl2.h` file split, making`tms570_pinmmr_init_data` separately overridable, and GPIO port/pin helpers.
